✭✭✭It's capped because it isn't intended for you to have enough stones to transmute every item you pick up. This is for things such as Asylum, Master, Malestrom weapons, so people don't have to grind to the perfect trait.
With 200 you can transmute 4 weapons, or 1-2 and the rest armor so you don't have to grind more.1 -

The reason is probably they don't want people to instantly get best traits again, if they change sets/ introduce new powerful sets/ change traits again.
Oh and 200 is already the doubled amount, that eso+ members have.1
