So I wanted to pay for subscription. I tired to pay with my card. Entered in my info, transaction was not loading, so I re-loaded the page and tried again. This time it told me there was a billing address issue. So I check my bank account to see if my billing address is different and it says that I just payed for subscription to ESO twice.
That is $30 total that did nothing to my ESO account. Even though there was a billing issue, money still left my bank account and yet I have No active subscription.
Has this, or anything similar, ever happened with anyone here?

There is your double billing. Never, ever, ever reload a payment transaction page, any payment transaction page anywhere.
There's even warnings on these types of pages about that.
Don't EVER refresh a page when you're trying to pay something. Not just in ESO but everywhere else.
No one at support works on Sundays , and as you said it's been 8 hours or so - that's just mean it a late afternoon Sunday into the night if going on EST . This is why you are not receiving any response yet. Maybe have a little bit of patience?
