As some of you already know, there was a bunch of content in Summerset that was cut before making it into the game. One of the things mentioned was an Ouster – basically someone who was disowned from their family and is shunned by Altmer society. All of this was of course cut, meaning we can't know how much of this is canonical lore. But there's an Ouster in the game!
She's in Cyrodiil.
