why should we buy chapters?

First that is a big IF

Sure you shouldn't satisfy ZOS if they think they can just make a big dlc adding a few story lines and hope they can get money and bypass ESO+ bonus they promised...but at least for me Morrowind has way larger content than CWC, tho not that big compare to Orsinum (which is the only 3000 crown dlc)

If ZOS get lazy again and next chapter doesn't bring anything big (like BG, warden and/or nostagia of morrowind), just a bigger dlc, I'd say I don't suggest ESO+ players buy it as Morrowind chapter without those big stuff is just a 4000 crown dlc to say the most, next chapter probably won't be much different

That being said I don't sub much now, only get 1 month from time to time to manage my inv, so considering I buy all my crowns anyway I'd probably buy other chapters as long as their content is good

I think there will always be some content which is better than others, subject to each persons opinions.

Before Clockwork City we were all saying Morrowin was better than some other things.

However the Chapters seem like they're being designed in a way which offers more than just a couple of delves, world bosses and story.
If they keep up the level they did with Morrowind you'll get more things akin to classes or game modes with the chapters and DLC will stick to additional smaller content.

    CWC>Orsinium>Morrow>Rest

    (Quality wise, not content.)

But morrowind came with much more stuff. Sure, not the biggest expansion in MMO history. But so many extra cosmetics, 2 big sidequest lines, a trial, battlegrounds, a class. (Should be free imo) Also the best bookshelves.

I'm guessing after the backlash over morrowind, the next chapter might be more story focused, especially since its a continuation of the daedric prince storyline, not what felt like a setup to CWC.

How is it better? That's all relative to the person experiencing it. And we pay for Chapters because Morrowind has a TON more stuff in it than Clockwork City does.

Morrowind referring to the new content was nice (a bit pricey out the door but the price dropped quickly, so no quarrel there).

Most people hated the balance changes that were attached to morrowind, while CWC has been a nice patch overall.

I feel like ZOS needs to take the whole package into consideration (content and balance changes) which effect player's moods about patches. It's embarrasing to have an expansion (first ever one too!) be so hated by the community.

Also, at initial glance the number of new bugs can make an impact on mood as well, but not as lasting as balance and content if fixed relatively quickly.

As said above, morrowind came with lots of quests, multiple public dungeons, a new class, a new pvp mode, trial.

Cwc has quests, trial, transmutation crafting.
I don't normally use daggers, but when I do, I choose dos Lekis.

I think it was a fail on zos side but they still did fine because of morrowind hype and new class

I hope they learn to make it worthwhile for next expansion, ill wait before i buy it

    why should we buy chapters?

It is a matter of opinion. For many Morrowind is a requirement for them, just for starters.

and everyone had the option to wait. For many, it was worth the price during the preorder. Different priorities across the board.

A lot of these questions come down to how many characters you play, and how you play the game. At one extreme, if you exhaust the content of say Morrowind on the PTS and then rush through it on Live with a single character and with your addons showing you where all the quests, delves, tomes, skyshards, and harvest nodes etc are then you're not going to feel you got a lot out of it. At the other extreme, if you approach it fresh on Live and play through the content with multiple characters and without any addon support then you're going to get a heck of a lot more out of it. Then there are those spending a lot of time doing battlegrounds, for them it's well worthwhile. The same is true of any DLC or Chapter, it's all down to how much time you're going to spend on it as to whether it offers value for money to you.

I'm happy that I was able to sell motifs when they were new and made about 3 mil on that first week, I am happy I got rich on the start of morrowind but not with the content itself

And again, players have differing views. Some enjoyed playing in it from the start and had no issues with the price. I think we all know you did no like Morrowind due to the various threads you created on the subject which likely showed not everyone had the same opinion.
