All weapons have a damage associated to them

This damage becomes your base weapon AND spell-damage.

Then build choices from glyphs, sets, buffs generally increase either weapon or spell damage further.

That's why in a build where you have, say 3000 weapondamage, you may also see at around 1700 spelldmg. - the spelldmg is mostly from your weapon - but may also be increased by a few buffs that affect both weapon and spell dmg.

DW and 2-hander gives more base wpn/spell dmg than staves or 1-h/shield. Therefore using DW without twin blade and blunt will still give you a spelldmg increase (and weapondmg) over, say a staff.

You have to put skillpoints into the Twin Blade & Blunt passive at the bottom of the Dual Wield Tree in order for DW to give you buffs like that, and each buff depends on what type of weapon you're equipping. None of the buffs give you a plain flat damage increase, however there is one passive that increases your Weapon damage by a percentage of your offhand weapon's damage number, which is just a small increase.

Swords increase your general damage done. Meaning it increases the damage output of all your attacks.

    Daggers increase your crit chance.

Axes gives you a small percent chance to cause extra bleed damage over time.

Maces ignore a certain amount of your opponents armor.

Base damage for a weapon applies to both SD and WD.

    Depends what you mean.. but:

DW enchants will give both weapon and spell damage procs (reduced on the offhand) and Twin Blade and Blunt passive (if using swords) also gives both

Only if you enchant at least one of them with a weapon/spell damage glyph

DW gives both. As a staff gives both

    As above.

This caught me out in a thread before. I used to think you needed the Twin Blade and Blunt passive to get the 5% but if you slot DW without it you see a rise in SD. So you get the rise, and the passive gives you 5%

Remaining DW now is harder and harder each patch - and you lose more against the buffed Destro's - but it has its own rewards in playstyle. Annoying its not as powerfull tho.
