just today i went grabbed the surveys for the zone where my fighters guild quest is. did both. found some more mage books (since i dont cheat with the addon) and hit mage guild 10.
So most would still choose to go to Belkarth, the changes that were made so that you can drop off your writs in any zone was more than likely made to save on server overload of the amount of people with max crafting hitting Craglorn everyday at peak time, what your suggestion would do is make that even worse as my (and everyone else's) toons with low level crafting would also be hitting Craglorn to hand in writs for greater chances of Cloth, Smithing and Woodworking surveys.
If you have done them so often then you would know where the are by now....no?

I know where the locations are (add-ons make this even easier) but it's the fact if I get four surveys, or even worse have banked a weeks worth I will spend time porting around, running around, watching load screens to get my rewards.If you have done them so often then you would know where the are by now....no?
Did you read? It's not about finding them, it's about the time it takes to run/port through all zones just to get your surveys from the last 1...3 weeks collected. Usually takes some hours of boring porting/running around...

How about enjoyable content which is rewarding. I don't go "man I love going to Riften" when I am literally porting there, running across the map, interacting with some nodes and then porting back to where I want to be.NO PLEASE!
Attuned crafting stations, turn writs anywhere, and now local surveys? We need reasons to go everywhere in Tamriel, not to forget all the "old" places.

People did not spread out to complete writs, they just moved to another town. It did not save serverload at all....just moved it somewhere else...
When OneT dropped I was all for exploring zones I hadn't been too. But its gotten old now, spending an hour every week or so running around locating Survey locations.
With the change in CWC coming (Console) couldn't we specify that you get the survey for the zone you drop off in. It would save hours of dull play, and I can't really see a downside (obviously most would favour Craglorn again for Nirncrux chance but still.

Its common sense that with the new changes you would chose the town that is best for you to complete and hand in your writs, but having survey maps bound to the zone where writs are handed in would not encourage this, it would encourage more and more traffic flowing into Belkarth over a longer duration with crafters of ALL levels "farming" for surveys from Craglorn because of the nIrn drops which are quite common in Craglorn surveys, at present i have 3 crafters who need to visit Belkarth once per day to hand in writs. I have 13 characters if i wanted to farm survey maps now (on console) i have to do them at their respective crafting level zones. If i knew that i could get Craglorn only maps from handing in daily writs from Belkarth its a no brainer that i (and everyone else) would take all 13 characters through Craglorn.
OP suggests that he/she is fine with the chance of nirn being removed from Craglorn survey maps, i can assure you that 99% of the player base would not feel like this, personally i would'nt be bothered either way as i have more than enough for my needs but this is not the case for everyone.
And it does have a lot to do with server load more people porting in at the same time is detrimental, it causes long loading screens, some which go on so long its quicker to relog and try later, sometimes poor rendering of assets if you do get in without too long a wait. You only have to look at the problems that New Life Festival caused with so many people hitting Eastmarch at the same time.

The reason was likely because a lot of people have writs at different levels and there was no reason to run all over the place to drop off something at a specific location when it could be dropped off anywhere.
Performance, even due to zoning in and out, was probably not even a consideration.How about enjoyable content which is rewarding. If it is that much trouble to do it in The Rift, it is that much trouble to do it in the zone you are in. Just sell the surveys and be done with it.
