NVidia 3D Vision - Windows 10 Not Working (Potential Fix)

I just wanted to let everyone know if they are having problems with TESO not showing in 3D on a NVidia 3D Vision card that Windows 10 has a Game DVR and Game Bar video overlay that will prevent the NVidia 3D Vision from activating.
