How exactly does the shattering blows champion point work?

Does it work like shield breaker and ignore an opponent's shields, or does it just increase the damage you do to a shield? Thank you.

Increased damage done to a shield. I don't know offhand if it increases damage bled through a shield (ie you hit 5k and there is only 3.5k shielding), but I'd assume not.

It strictly increases your damage done to damage shields. This CP star won’t help with any damage that cuts into their health.
