Which do you think is better for a 2h stamina sorcerer and why?

Both. Forward momentum for snare immunity and small passive, surge for small passive healing, vigor for more heavy hots. But if I had to choose it'd be forward simply for the snare immunity. Invaluable on a stamsorc which relies on movement.

Momentum is redundant. Surge, vigor and shuffle are enough.

Sorry. I assumed heavy with 2h. If you are medium, then surge+vigor+shuffle is fine. Dark deal makes an OK burst heal in dire situations.

I guess that's the next question then: is heavy it medium better assuming I'm focusing only on DPS?

Definitely medium armor.

I personally use both, FM and crit surge, as well as vigor and DD. Running heavy armor DW+2h. Works well for me.

Why use both? You can't stack the damage buff.

Then clearly surge since 2W is better for those. Shuffle is not that useful in PvE but you can run deadly cloak from 2W line for more reliable AoE mitigation.
