Yes you can buy the transmutation crystal in the crown store for 4500 crowns. No DLC required.

Yes you can use a transmutation table even if you don't own the dlc

That was a typo probably. You can't buy crystals. You can buy the table for that price.

You can buy not only the Transmute Station, but all the Clockwork station designs.

I'd say the price on the in-game station is probably going to drop steadily as more guilds provide access to it.
However, it's an interesting design and some people may just want a really expensive, animated spotlight device in their house. For all those Khajiiti skooma raves. Or whatever.
So it may not drop quite as much as the other stations have.
