Framerate drops after loading screens

I have been encountering an unusual issue with the game client. I have been experiencing what seems to be a program loss of focus, but have yet to identify the cause, as it only effects the ESO client.

Upon loading into the character select screen and after every ingame loading screen the framerate drops to 20-35 fps. I normally run the game around 60-100 fps depending on location, ie; 60 ish in cities or busy areas and up to 100 in delves and most of the non city areas. I have found that if i tab out, then back into the game using the "windows key" my framerate returns to normal, until i encounter another loading screen or location transition.

My system specs are all above to recommended specs.
Windows 10 on 500gb ssd
Intel i5 7600k @3.80 ghz
16 gb ram
asus gtx 1080
ESO on 1tb ssd

My windows 10 install is 2 months old, as is the ESO client. All of my system software and drivers are up to date and have been reinstalled. No software or hardware changes apart from windows updates. I am on the verge of doing a complete system format and reinstall, but i was hoping to find a possible solution here before i go that far.

Just to make a point, this issue only occurs with the ESO client.

    Agree, been happening to me since monday patch (actually today is the first time I log in, but I cannot seem to be able to beat 30fps where I usually sit at 70.

    How big is your shader cooked file in my documents?
    And are you playing full screen or windowed?

    @jasann , My shaderCache.cooked is currently 11,392 kb, i've deleted it several times so far, it seems to vary between 10,000 and 12,000. And i'm playing in fullscreen windowed mode, the client refuses to run in fullscreen mode, it just goes to blackscreen if i try.

    I should mention i have no addons or minion installed either.

    Been happening to me, too.
    Seems really like a loss of window-focus. When tabbing out and back in, the framerate returns to normal.

    I play windowed fullscreen. Perhaps thats the problem. But the problem is new for me since Clockwork City.
    And I can't play in normal fullscreen, because then the mouse smoothing is extemely high for me. :(

    Yes.. and that's cool, you can switch really fast between desktop and game. ^^

    Yes, i'm running native resolution also. For me, it started happening a few weeks before Clockwork City.
    I had even considered a windows update was the culprit, but after restores and rollbacks it still persisted.

    I had initially thought that it might be a windows focus loss issue, but ESO is the only program losing focus. I run other games under the same conditions without it happening.

    I have two options, either i reinstall the game and test, or i reinstall windows and the game. either is a tedious option on australian internet. I don't want to have to reinstall the game and find i need to do windows then the game again.

    Ok, i've found a potential issue through the ESO launchers report function, relating to the Geolocation.dll, but after doing a file system check through command prompt , it found no errors.

    This is an excerpt from the ESO launcher report. It's the only error being registered. It is listed from WER0 to WER9, after days of googling and database searches i've found that the Geolocation.dll can become corrupted or lost and can cause some issues relating to devices and programs not responding. But a system check reveals no errors.

    I have removed every non-essential program and app from my pc, except for Windows, drivers and a few games for test purposes. The issue still persists. So it may come down to a system reload on a 2 month old install *sigh*. I'll give it a few days or a week to see if anyone has a possible solution.

    So, 10 days later.
    A fresh install of windows 10 and ESO, the framerate drop continues after every loading screen and location transition, it also happens occassionally when accessing my character inventory or menu screen. Normal framerate is 60 - 100 fps depending on location, but drops to 30 fps after loading screens, and stays there until i use the "Windows Key".

    Thankfully i can get around this issue by tabbing out and back in with the "Windows Key", where my fps returns to normal. While it's only a minor annoyance, it's still an unneccessary inconvenience. Just to be clear, ESO is the only program/game on my pc that exibits this behaviour.

    I'm thinking that there is a compatability issue between Windows 10 and ESO, but i have yet to find the cause. It seems as if Windows looses track of the game during loading screens, or ESO is being flagged as a background proccess while in a loading screen. Windows troubleshooting, compatability and administrator settings make no difference.

    It is not an addon issue as i've tested this multiple ways, ie; fresh install with no addons. I'm hoping one of the ZOS staff spots this thread and is able to suggest a possible solution.
