✭They are dropping from dailies in Clockwork City so if you are ESO+... I got 2 books today, boots and chest.
If not try with core guild traders in Belkarth, Rawl'kha or other main hubs.
The chest motif book starts from 40k gold, the other parts for 25-30k/book.
