Cyrodill increased dmg?

After playing pvp during this week i feel like dmg done was increased on cyrodill. It's my personal feeling, but i asked few ppl and they have similar impression.
I heard few gossips about impenetrable trait not working properly, like it's increasing critical dmg instead of decreasing it, but checked this and seems like it's working properly (maybe not enough, so cant be sure about this).
I'm playing on noncp campaign, so it can be linked to current bug with some of cp passives working in noncp enviroment. Anybody has similar impression? Can confirm it's ok or it's something bugged?

Like i said, for me it works properly. But still looking for other reasons behind my impression.
