it also appears that they only pop up when loading into the game an never between any zones as far as I can tell.
at least 2 new ones, a group in a home eating and chatting around a fireplace, and another of two groups meeting in craglorn.
if anyone knows where to find these outside of the loading screens I would be very greatfull

✭Those were in the game before. The house one is art from Homestead. The group of people from One Tamriel and the dragon one is a loading screen from a tomb in the main story for Dark Brotherhood.

and another of two groups meeting in craglorn. you can see the fallen shard in the background and one group is kind of around a fire to the right of a screen in a bit of ruins as another group is climbing up to them, they appear to nervously have their hands on their weapons.
