Black Screen on Game Lauch

Having a strange issue since the Clockwork City patch,
When i first boot my system and load up ESO and click play everything works normally.
if I exit the game and want to load up again i just get a black screen with no mouse pointer, the music plays but that's it.
Rebooting initially didn't resolve it so i did a game repair and that fixes it.
anyone else had a similar issues?

Is this an issue that is re-occurring each time you reboot your system?
