Group World Boss Quest Shares are Broken in Wrothgar

Last night my guild was running our weekly Wrothgar WB Tour. After our first boss and quest turn in, no one in the group could get another quest, this was for 12 people. Alts who had the quests could be brought into the group to share the quests, but the Daily Job Broker would not give any of us quests.
