About the well-named Bitter Pill quest

Ok, I just collected that 6th Herbalist's satchel.
And it only took me one and a half hour of aimless wandering. For a daily repeatable quest.
So, I had this question in mind... How do you think it would be remotely fun to make all the players of a zone compete for such a scarce ressource scattered around all the map? That it would be fun to see the first ressource node in half an hour getting taken by some player who was just a few steps closer? And then, to start again aimlessly running on a mount until that blessed white quest arrow would reappear, hoping no other player would be around this time?
This is seriously the most horrendously annoying quest to ever have hitted the live servers, and you want us to repeat every. other. day?
Is this part of a wide-scale psychological experiment trying to determine how fast a group of player can be driven to game burn-out?
