I hear that's a common issue with all the stuns like Petrify and Rune Prison also from these forums.
It seems that a player blocking is considered immune to CC and thus this is not triggering. You can't CC them to get them out of block now that way.

The thing is it bugged out only in this live patch. In 3.2.4 after fix of immunity ignore it worked fine on blocking targets.

I've noticed a few new things since the live patch myself.
We lost the Telvanni Wizard-Lord Robe from the crown store for example. I really want that back so I can consider buying it .

There are a couple other odd skill bugs too. I actually had my nightblade's health bar bug out after fighting a world boss and then fighting a normal troll enemy. It wouldn't show any damage taken until I logged out and back in. Haven't seen it since though.

This includes unstable core. I couldn't cast it on a s+b tank holding block.
