Can I level the skill line in PvE if i equip one of the skills or do I have to be in PvP?

Only AP will give you an improvement.

You have to PvP to unlock the skills, but you can level that skill in PvE once you obtain it.

PvP to unlock the skills but you can slot them in PvE and they will level just like any other skill.
