Mass hysteria question

Thinking about some builds next patch looking at skills and what not, i never really noticed before but, mass hysteria says that it slows the enemy for 4 seconds after the effect ends, then it says also applies minor maim.
My question is does minor maim only last 4 seconds? Prolly a dumb question but the way its worded it sounds like an enemy is slowed for 4 seconds. Then maim does not have a time limit?
Dumb question but for the peace of mind can somebody clarify. It must be 4 seconds as well right?
