Why getting kicked from public dungeons if logging out or doing group dungeons?

This has changed, back before Morrowind I know I could log out or join group dungeons while in an public dungeon, think delves too and return to the same spot in the dungeon.
Now I end up outside the exit.
Why this change? Don't think farming bosses on multiple characters is more of an problem than earlier?
