If this is your first time, you need to get the Crow Caller from the Crown Store (free) and do the quest to get the collectible that will summon the cauldron, which grants the xp buff and the polymorph.

If you did the event last year, all you have to do is use the "Witchmother's Whistle" collectible. New this year is the ability to disable the polymorph while leaving the buff active.

thanks reverb...i'd like to have that particular skeleton polymorph a permanent part of my collection's polymorphs...

if i recall, last year was an all-or-nothing, that you get both XP and morph by drinking the cauldron..but this year, you get the XP without the morph just by calling for the cauldron. Then you separately get the morph by actually drinking...and then yeah, you get to keep the whistle, but I don't know if the morph will continue to work after the festival...the XP definitely wont...thing is, the whistle is listed with the momentos and not with the polymorphs, so flip a coin on whether it'll still work afterward.

Now that they separated the poly from the buff, it should still work after the event ends, but it will still be in the Momentos section, and not the polymorphs.

coldharbor is an another "dimension" so to say ("plane", check this fan-made map, it is a daedric plane, plane of Molag Bal:

witches festival polymorph, not sure wich one do you mean, if you mean how to transform into skeleton, you need to do the quest - open crown store, find "crow caller", "buy it" for free, use it, do the quest, done.

if you mean the crow polymorph, then crown crates I think

if you mean the spectre mask or the other mask, after completing the quest and turning into skeleton, any boss drops "plunder skull" every 3 minutes, there they drop (a chance to get them, not every time)
