Plus right now with the festival going on, more people are grinding for skulls in PVE land.
PVP will still be there after NOV 1.

Normally more in vivec ps4 na everyone is just leveling characters atm do to the xp buff you get from the event it's usually always like this while an event is happening at least for a few days0
