i did it on my lvl 26 who need delves, was lucky as undaunted daily delve was next to itYou can also do the quest on a higher-level character who's explored the region already and just use the collectible you get on any alt for the xp buff!

to get the rewards?
ZOS, could you have at least made it a central location on Auridon (Mattison, maybe?) to meet the witch? I cannot reach the current location without quite a bit of combat.
Bad choice of location IMO.

Yes, yes you can reach her with almost ZERO combat. Is there ANYTHING that people don't complain about? FFS, you have to run halfway across ONE zone for a quest and you are complaining?

I'm guessing you haven't done the Clockwork City teaser quest yet. You need to go ALL over Tamriel for that one...
