Since I already have the whistle from last year... it's not summoning the quest giver like it did last year even when I use it on a character that didn't do it last year. So I can't get the quest and find the location of the Witch! :(

EDIT: So to pick up the quest again on a character that has not done it you must get the Crow Caller from the Crown SOtore under Quest Starters. It will then be in your INVENTORY.... not your Momentos!

If you completed the quest during last year's event, you won't need to acquire the Crow Caller or complete the quest again – you can simply use the whistle found in your Collections menu from last year. Did that not work?

EDIT: To clarify, do you not have the whistle or you have it and its not working?

I strongly recommend people to read the full description of the event on the website, especially if they have already done it before. The article explain how it is intended to work very well.

If you did it last year just go to your mementoes menu and use the witch mothers whistle. That worked for me and I now have the experience boost.

The thing is, I did NOT complete the festival last year for some reason on any one of my characters. The only thing I DID complete was learning all the motif pages on my main. But I have all the other stuff to do still. And when I log into a character that is new and use the whistle the questgiver STILL doesn't appear! So....I have no quest. Do I... not NEED the quest at all? That isn't made especially clear in the official description. Obviously I can get the increased XP which is all the REALLY matters... but I'd like to be able to complete the achievement this year and I'm not sure I can.

If you have the whistle then you already did the quest last year. Getting all the achievements is something else altogether, and completely unrelated to getting the whistle. As long as you got the whistle then any of your characters can use it from the collections page and that will summon the cauldron which in turn will give you the changed appearance - if you want it. I assume from what @ereboz said that you get the xp boost anyway, and I also assume that you can disable either the xp boost or appearance change if you don't want them at any time.

Incidentally, make sure you're using the correct whistle - i.e. the Witchmother's one!

Go to the Crown Store and pick up the quest. It will give you the crow caller to summon the witch. But, if you have the whistle already in your collections, then wouldn't you have at least done the intro quest on one of your characters?

EDIT - if you have the whistle, then you can just use it to get the XP buff and you should be able to just kill bosses for the plunder skulls. But, I think there's one achievement for actually doing the witch's quest? In which case, each toon you want to complete that one would need to pick up the quest from the CS.

If you didn't complete the quest last year then go to crown store. Get free item under quest starters, and follow the quest. That should do it for you

Tried that, the questgiver did not appear. If I could just remember where her little hideout is I could at least go see if there's any way to interact with her. I don't HAVE a quest currently ongoing for the festival.

Not fine. Without the quest you can't complete the Witches Bargain quest and get the Reaper's Harvest achievement therefore that character can't get the Sun's Disk Reaper title. I'm in the same position, I have alts who cannot complete all the achievements because my main did it last year.

Okay thanks Tandor. I just foolishly believed that a new character who had not done the quest at all would get the quest. I'm actually really disappointed, I was looking forward to seeing the witch again this year because I thought she was great! I'm still a little confused though. You say that because I have the whistle (yes, it's the right one that summons the cauldron) that means I've completed the quest. And I DID finally find which character I completed it on. Sadly, it's not the same character I learned all the motif pages on because I did those on my crafter. Man I hate ZOS about now...because I cannot get the quest on my crafter, in order to get the achievement I have to get all those stupid pages again...and learn them on a character that will never use them. you don't get the quest from memento. you get the quest from the crow caller item that you get from crown store for free. it summons a hagraven you can talk to. also - those motifs are so common, you will be able to learn full books of them on multiple characters if you so wish, just from farming the skulls you need for one of the achievements.

one of my alts who hasn't done the quest last year - was able to pick up the quest this year with ZERO issues.

I'll try it myself in a second with a character that didn't do the quest last year.

A new character I made just recently was able to use the whistle and activate the double XP BUT the questgiver did not appear for her either.

Again, the article I linked earlier explains it in detail. It tells you what the quest was, and that the reward for completing it was the whistle which you have so you've already completed the quest. Don't confuse the quest from the Crown Store with the cauldron from the whistle.

This is soooo frustrating!

you don't get the quest from memento. you get the quest from the crow caller item that you get from crown store for free. it summons a hagraven you can talk to. also - those motifs are so common, you will be able to learn full books of them on multiple characters if you so wish, just from farming the skulls you need for one of the achievements.

one of my alts who hasn't done the quest last year - was able to pick up the quest this year with ZERO issues.

Oh mt goodness THANK YOU! I kept looking for the Crow Caller in my Momentos and not my inventory! ACK! *cue endless facepalm*

Clearly, I need a lot more coffee today. Thank you again.

Glad you got it sorted. I just picked up the quest ok on an alt that didn't do it last year.
