Do I... not NEED the quest at all? That isn't made especially clear in the official description. Obviously I can get the increased XP which is all the REALLY matters... but I'd like to be able to complete the achievement this year and I'm not sure I can.

Go to the Crown Store and pick up the quest. It will give you the crow caller to summon the witch. But, if you have the whistle already in your collections, then wouldn't you have at least done the intro quest on one of your characters?

Tried that, the questgiver did not appear. If I could just remember where her little hideout is I could at least go see if there's any way to interact with her. I don't HAVE a quest currently ongoing for the festival.

So, last year you did do the quest at least once and found her? If so, then that character couldn't do the quest again, but other toons could by getting the quest item from the CS. Check the achievements for all of your toons and see which one has the achievement for doing her quest. If you have the whistle in your collections, then at least one of your toons completed that intro quest.

Was the quest JUST finding her? I don't remember. I know I used the whistle, she appeared and gave me a quest and subsequently I sent to her little hideout but I do not remember the particulars after that. A new character I made just recently was able to use the whistle and activate the double XP BUT the questgiver did not appear for her either.

It looks like you completed the quest (it was very very brief). If you can use the whistle, and it brings up a cauldron, you're fine.

Again, the article I linked earlier explains it in detail. It tells you what the quest was, and that the reward for completing it was the whistle which you have so you've already completed the quest. Don't confuse the quest from the Crown Store with the cauldron from the whistle.

Okay thanks Tandor. I just foolishly believed that a new character who had not done the quest at all would get the quest. I'm actually really disappointed, I was looking forward to seeing the witch again this year because I thought she was great! I'm still a little confused though. You say that because I have the whistle (yes, it's the right one that summons the cauldron) that means I've completed the quest. And I DID finally find which character I completed it on. Sadly, it's not the same character I learned all the motif pages on because I did those on my crafter. Man I hate ZOS about now...because I cannot get the quest on my crafter, in order to get the achievement I have to get all those stupid pages again...and learn them on a character that will never use them. This is soooo frustrating!

you don't get the quest from memento. you get the quest from the crow caller item that you get from crown store for free. it summons a hagraven you can talk to. also - those motifs are so common, you will be able to learn full books of them on multiple characters if you so wish, just from farming the skulls you need for one of the achievements.
one of my alts who hasn't done the quest last year - was able to pick up the quest this year with ZERO issues.
