This is my first such event in ESO as such it would be great if someone can let me know as to what and where this quest (to get the xp buff) will be available.

Open the Crown Store and get the Free Quest Starter package and it will point you in the direction you need to go.Basically, you find one of the Witches Enclave, do a quest that requires you to go to a Delve and slay a Boss and your all setEnjoy the game, life is what you really want to be worried about.
