Shield Breaker Proc set has broken/missing cooldown

I get this proc on me twice a second if someone spam bow light attacks. Clearly this is a bug or exploit. Please fix the cooldown on the proc, or the chance to proc. 100% chance to proc with no cooldown is surely a bug, as no other proc set is remotely that powerful. Thank you.

    Before I go on, anyone know the rate at which you can fire a light attack with a bow?

    * First of all, shieldbreaker isn´t a proc-set. 100% chance doesn´t make it a proc-set.
    * There´s no cooldown on shieldbreaker, as long as you take damage from light/heavy-attack with a shield activated, you take oblivion damage. So no bug, the set works as intended (aka no bugs/exploits that are confirmed at least)

    Also, a detailed death-recap would help a lot when posting these kind of posts.

    No other proc set is remotely that powerful against you.
    But also, no other proc set fails to do anything if the target isn't shielded.

    If you look at it from the viewpoint of a shieldstacker, its "omg 100% proc rate". But that's not how the set is balanced. Look at it instead from the viewpoint of the attacker using the set. Suddenly the proc rate isn't 100% anymore. It varies with what opponents he fights, and how they behave.

    If half of the opponents he fights are shielded, then his set's proc rate is only 50%. If all he finds is stamblades, his set's procrate is 0%.

    In short, he sacrifices his overall firepower in exchange for more firepower against you. That's the "100%" shieldbreaker tradeoff, that's how it is balanced.

    I tested against a dummy the other week, I was able to get very nearly 2 light attacks off per second averaged over a few minutes. It was very close, the ingame attack speed for bow at least is probably actually 2 attacks per second, limited by latency, mechanical error, and human fatigue.

    I never considered it in those terms before. You know what Sharee, that was a very well thought out and most excellent answer.
