Current "Hourglass, Common" recipe location? (Oct 2017)

It was updated a few weeks ago that a "hourglass, common" blueprint might be stolen from "priests that are obsessed with time" in Gold Coast region. I have checked the "Priest" NPCs as well as the Order of the Hour soldiers, priests but no results .... and buying from other players is also not an option (400k golds is too much for me)
I would appreciate if anyone can help me with this - really want to collect it
