✭✭✭✭✭That looks like either standard Argonian Light Armor (It looks like homespun to me, since the style changes with higher level mats: https://eso.mmo-fashion.com/argonian-shrike/) or the Black Marsh Keeper costume. https://eso.mmo-fashion.com/black-marsh-keeper/
The Black Marsh Keep costume lacks hip flaps, with your picture has, so I'd guess that this is the homespun (level 1-15) version of Argonian Light Armor.0 -

The_Smilemeister✭✭✭✭✭The helmet and cuirass are all Nordic, the pauldrons and the greaves are all Argonian, the rest is Dunmer. All heavy armour, probably leveled 1-15 or 16-25.1 -
