Can anyone verify Witches Festival & Double XP October 13th?

I can't believe there is no announcement or at least confirmation on this event yet.
Can someone at ZOS please confirm it starting Friday and if there's double XP?

On the account of rain all day forecasted for Friday, I shall still be levelling my new character. Maybe by the time the XP really matters (levels 42+) I can use the x2 then.
