Let's start with weapons: I run Destro on front bar and resto on my back. The reason I do this is is I like to have at least 3 damage skills on the front and running Destro will allow be to be more flexible between class and staff skills. Although I do have Breath of Life on my front bar. Back bar is resto and I actually "use" this staff more to gain major mending but my skills are largely heal/support oriented: Magicka Rune, shards, healing springs etc. I know our skills aren't the same but I think destro\restro is a good way to go in PVP.
In terms of armor, I would spec it out for survivability because you can't rely on your teammates to protect you the way they often do in PVE. I have done both five heavy and two light and the reverse. I am a vamp so for the moment I am five light and two heavy since the vamp skill gives me mobility to get out of situations. Tanky healers still do the job and do it well too.
Monster sets I am pretty "meh" about currently. Although I haven't used the new Earthgore to judge. Set pieces to use I would recommend looking into the following:
Kags
Alteration Master
Worm cult
Shacklebreaker
Seducer
Torugs
Lich
I am sure there are more but I can't think of them at the moment. And don't forget to spec for spell damage! This helps with heals.
Anywho, enjoy creating your healer - it can be a lot of fun in PVP!
