So either all motifs become account wide, or crown store motifs remain as they are: a quick and convenient way to get motifs for real money without having to farm or buy them in game.
If at the moment they are "a quick and convenient way to get motifs for real money without having to farm or buy them in game.", all I suggested is make it quicker and more convenient, and as for master writ, it is also at most helping the buyer to get gold/voucher a bit faster, nothing will result in pay to win

Get more gold/voucher (basically currency) faster....that would be the definition of pay to win.

P2W means the stronger gear/class/skill etc are behind payroll, for example an OP imperial race or warden class. The extra gold you get is not gonna help you get anything combat related boost that non-payers can't, thus not fitting the definition of p2w

Easy solution then. Don't have crown store exclusive motifs. Ever.
...or even better, pull motifs back out of the crown store and stop artifically reducing the availability of these things just so it can be used to drive inflated sales.
