Question on enchanting

I check a green level 16 piece of light armor with a green enchant on it and a level 44 green piece of light armor, these are the both for the hands, and I get the exact same amount of magicka. (313)

(This is on two different characters of the appropriate level for the armor and enchants)

So why have levels to enchanting??

I have never played another game that does this.

Because levels matter for gear and character development, but the world and stats are scaled to max level so you can go anywhere.

Or to put it another way, by the time you are level 44, your level 16 enchant will be much less effective than it is now. You have to keep your gear in step with your level. As you outlevel it, it does less for you.

So you never really gain anything as the world adapts to your level.

I guess that is what I dislike about this game. You basically stay still and as you level you are forced to make and buy items to keep it that way.

Even the CP does very little for you. They took out the good stuff in the CP and even made it harder to do things because the resources run out faster.

Character development is focused on gaining skill points, unlocking and leveling up skills, and most importantly learning how to play your character well. You only have to keep your gear up to snuff until you get to CP 160. That is the max gear goes up to. People usually hold off focusing too much on seriously gearing until they get to that point. You can level up to that point just using the random gear you get for questing or crafting some traiting traited gear every 10 levels or so.

Just focus on enjoying the story, getting more skills, and learning to play your character like a pro.

Back before 1 Tamriel zones was leveled, this had multiple downsides, 1) if you wanted to do all the quests and stuff in zones you would out-level it, this get way worse if you also did PvP, group dungeons or just ran around killing stuff as in grinding.
    2) going back was pointless you would not even get loot, this was critical at max level as you would be limited to a few zones with relevant loot.
Today you can go everywhere and do stuff in the order you like.

Yes we lost some stuff, 1) a lack of progression 2) overland is very easy now as you can not simply outlevel quest bosses, (however they could lock them at level of first try as done in Skyrim for solo instances.)

Morrowind balance chances was an bad thing I agree, yes resources probably needed an nerf but its an difference between spanking an nuking somebody.

Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

If you haven't leveled a character since the resources change you will realize that crafting gear is more important now. If you let your armor get to low level it will hurt you. Also the stamina players have been hurt more by the resource changes from what I can see. I have characters of both and it is harder for me to not run out of resources and not die as a stamina character. I have 8 characters from CP116 down to level 17.

Trying to get dropped gear of your level is ridiculous as you out level that gear and the zones to fast.

There are a lot of good things about the game but a lot they need to resolve. The client needs to be enhanced so we get some of the features that you can only get in the addons without them. Sorry I digress.
