Yes, that's the price of a single legendary Necropotence necklace, more than convert 7 pieces of the armor to legendary, just because after all these years, ZOS still didn't implement jewelry crafting.

Even if they would implement jewelery crafting, you still wouldn't be able to craft this necklace because this set is not craftable. But yeah, jewelery crafting should be in this game since launch.

Also good luck with buying necro rings, they cost around 2m now on PC EU

Jewelry crafting would not me allow to craft it but yes to enhance it.

Every weekend there is a vendor, called the Golden, she sells monster helms or shoulders and gold jewelry on a random rotation.

You can buy with gold or AP.... That's were the sets in the traders came from.

At this point I would be willing to just have a system to upgrade existing jewelry.
ZOS already cant properly balance gear, and adding craftable jewelry would wreck them even more.

No you don't.

Just farm dolmens for purple ones and use them. You don't get better rewards from PvE for having gold jewellery.
