Two Faction Story Lines at the Same Time?

I started a new character (I wanted the Aldmeri Dominion but ended up in Ebonhart Pact - I was not paying attention when I made the character) and after Coldharbor I found my self on Bleakrock Isle. Since I do not care for EP or DC I headed to Auridon, hit all the book shelves joined the Mages Guild. Went to Khenarthi's Roost and met Razum-Dar! Got the quest starters for KR. Went back to Auridon and Capt Astanya was there so I am certain that the AD story line has started. My Guild (Fighter's and Mages - I did not get Valaste in VG) and Harborage locations are in Davon's Watch. I returned to Bleakrock Isle and got the EP quest line started with Capt Rana.

So is this situation normal?

Yeah, you can do the AD questline first if you want. Thing is though, since you mistakenly chose EP, the game won't allow you to complete the Main Quest Story with the Companions until you've completely the EP Questline first.......I think.

The Planemeld Questline is started after you completed the Faction Questline, but I actually don't know if it's specifically the Faction you chose, or any Faction, cause ZOS may have changed that to make it more open to everyone. I dunno, you'll find out once you get to the end of the AD Questline and see what happens.

With One Tamriel, you can do any questline in any alliance or zone in whatever order you want. This is normal. I've got an EP Altmer who's completing the AD questline even though she's EP for the sake of PVP.

You just need to clear the final boss in The Rift. EP is the best option for Cadwell access, in that regard, because you only need to complete two or three quests to "finish" the storyline, as opposed to needing to clear entire zones for Covenant and Dominion.

I wanted to add that currently there is no option for changing your Faction Alliance. So if being AD is really important to you in PVP, you might do better to cut your losses and restart the character. However, with One Tamriel, alliance is only important for PVP content in Cyrodiil and Imperial City.
