Has this years witches festival been announced?

The date? No. But they mentioned it coming up in the crown store showcase. Morrowind printed guide says it starts the 13. That guide was a few days off on a different event, but either way it'll be then or close to it.

Probably be announced early on this week (Monday mayhaps) and perhaps start Thursday or Friday. That's my feelings.

you do know that you can already find everything that's going to be in the witches festival in the live game right now, right? Heck, you can even visit the witches house ingame too.

So, it's not going to be long now. I give it a few days, at most a week.

Not quite; there are a few reskinned masks and some new furniture recipes added this year IIRC.
