What are these, and what do I need to make a good one? Also, is it for pve or pvp?

They sound interesting.

A negate tank is a sorc PvP build that is built around high ultimate regen to be able to throw negates out whenever it's needed. I'm not sure what sets they use currently, it used to be Tava's/Dragon/Bloodspawn IIRC, but Tava's is getting indirectly nerfed next patch due to the changes to Shuffle. You should be able to plug in another ult regen set in it's place to have similar effectiveness.

    Potentates set
(2 items) Adds 129 Stamina Recovery

(3 items) Reduce cost of Ultimate abilities by 10%.

Dragon body/S+B, Potentates jewelry, Blood Helm/Shoulder

I've used Alteration Mastery, Blood, Potentates on my MagSorc for spamming negates in group only play, I can get the Negate ult down close to ~150 per cast. Though Dragon / Sturdy body pieces would probably be better IMO. Cause you'll get focused, and you'll need extra healing.

That will work even better next patch, as you can use 5 Dragon body, 3 Potentates jewels, 2 Bloodspawn, and the VMA sword/shield for better sustain and Asylum 2H for more ult gen.
7-day PVP campaign regular 2016-2019, Flawless Conqueror. MagDK/stamplar/stamwarden/mageblade. Requiem, Legend, Knights of Daggerfall. Currently retired from the wars; waiting on performance improvements.

I was gonna say, I sat back and thought about those weaps after I wrote my original post. I would have to agree, that on paper does sound very attractive!

Good thing I am apart of a guild that run that kind of stuff, now to see if they'll train me!

Yes, well placed Negates can stop 24 man groups. The more you put out, the more lethal it is to try to coordinate around it.

    It stops a lot of the problems groups have with taking other groups down;

Silences Healbots, even if they move out of it they have 5 seconds where they can't push magicka buttons
Silences Bombers, even if they pop Destro Ult, they have 0 access to heals and usually die inside of the negate
Silences Staminas access to utilities to keep up various buffs(Stamplar ritual, Stamblade cloak, DK Shield, StamSorc Streak etc)

I tired it on a Magplar awhile ago, if the 5pc buff wasn't tied to 'minor heroism' and 'in combat' it would be a good fit. We can get Minor Heroism from Heroic Slash in S+B tree if we want to buff up our ult quickly while running around tanking targets .

Dragon / Potentates / Bloodspawn / Heroic Slash and to a lesser extent Alteration Mastery are better sets to work with. You're gonna want access to lower ultimate cost for something like Negate.

Decisive weapons is also something to consider too. All of that ult reduction/ultimate gain will definitely stack.

I like it more than tava. Not all the time do I get the opportunity to dodge something or hit an enemy. Especially when repositioning.

Shalk gives ultimate at all times in combat. So if I'm on siege or repairing a wall or resurrecting someone I'm gaining ultimate.
