Pickpocket target does not reset on cell load even on logout.

Previously, as in before Morrowind all npc who was pickpocket was reset to 3 items in inventory on cell load, that is passing an load door.
Convenient the thief guild has an load door, this is why you got an load time unlike most buildings.
Taking an new character trough TG I got the pickpocket quest, an convenient target is the lady sitting on an chair right before the TG entrance, no guards in area either.
Now after 3 successful pickpocket I entered the TG, sold the stuff, paid bounty and returned, she was still empty. Tried another npc, got detected and returned to guild, logged on to other character for writs, back and npc was still empty.
You can still reset containers by entering TG.

Why this change? It forces player to kill npc for respawn rather than enter TG for reset, this grief other players who has to wait for respawn and all the dead bodies look disgusting.
Weirder it has to take plenty of resources to store npc loot state for each character who pickpocket for an day rater than just holding it in server memory until out of zone.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
