Greetings, ladies and gentlemen.
If the developers would introduce this into ESO, I think it could be a rare drop from all zones — but a bit more common in vampire-infested zones, such as Rivenspire — available only to those players who have embraced Lamae Bal, the mother of all vampires.
Additionally, the deeper one's stage of vampirism, the (slightly) better chance of finding a motif page, or even the entire book!
Looks-wise, perhaps it could be modeled on the vampire armor found in Skyrim's Dawnguard.
