Vampire bite, I have bitten the guy, but he did not receive the scroll on the shrine to start quest

I wonder if this is a long-present bug, or something new, it has never happened to me before, my vampire character has given multiple bite to players who wanted to become a vampire, everytime no problem, shrine, bite, scroll, quest started.
But this time was different, we were at the shrine in Rift, I have bitten the guy, but he did not receive the scroll on the shrine to start the vampire quest.
We both reloaded UI, but it did not help. I was not able to bite him again (just once a week), he was not able to use my bite to become a vampire.

Has this ever happened to you guys? Is this a new bug? PC EU

was he at his alliances shrine? I recall that being a thing.

I know that if you was bitten at a different factions shine you use to not be able to start the quest at that shrine you would have to go to your factions shrine to start the quest it might be the case here if it isn't the person you bit may have the werewolf quest in their journal and will have to abandon it before it will let him start the vampire quest this has happened to me before

Yep, he needs to go to his factions Altar to see the scroll and start the quest.

wait, really? I did not know that. I thought that after One Tamriel the alliance restrictions do not matter any more.

Ok, so is there any link, where I can find all the 3 shrine locations (for each faction)?

wait, really? I did not know that. I thought that after One Tamriel the alliance restrictions do not matter any more.

It's kinda strange they kept this restriction yes but not for WW. I was bitten recently at my factions shrine and completed the quest but I went to another alliance town, cant remember which, and was approached by a WW npc (human form) to do the same quest. so I did it twice, lol...was hoping to get some free xp but got nothing.

You can bite him at any shrine (has worked for me in the past anyway and last time was only a couple of weeks ago) that is not locked to his/her alliance and he should be able to enter that shrine BUT when he/she leaves the "non alliance" shrine he will respawn outside his alliances shrine.. For example I am DC and get bitten at The Rift shrine, i can do the quest by entering the shrine at The Rift but upon quest completion and leaving the shrine i will respawn at Bangkorai shrine.

What OP describes happened to someone in my guild a couple of days ago.. The work around was that one of them (can't remember which one, but i think it was the non vamp) had to commit suicide (ie fall damage etc) and then it would work as normal.

Non are allianced locked, three shrines in the whole of Tamriel, they were alliance locked at one time as you will know but now the only trace of them being alliance locked is in the example i gave which was me a DC getting bitten at The Rift and using the rift shrine but upon leaving the shrine i then respawn at Bangkorai which was once DC locked.

Respawning at the shrine in your alliance after doing the quest in another shrine is probably just a left over bit of coding that was not updated when they made it so that you could be bitten anywhere.
