I'm talking about how it used to be in Skyrim where certain races got extra points into pickpocketing constellation for instance you start with 5/100 but the hidden bonus brings it up to 15/100

You start with 15, and each race has... I think it's one at 25, and 5 at 20. Yeah, Skyrim doesn't tell you about that, and no, ESO has nothing like that. Altmer, Dunmer, and Bretons all start with an additional spell (for what it's worth).

Each race has a passive that's active the moment you start the game, Khajiit have +5% to pickpocking chances. High Elves get +1% XP, Bretons get +1% AP, Imperials get +1% Gold (which almost never works). Really tiny stuff.

thats a dual wield passive, nothing with race or class.
    Cleared Trials:
    - vAA HM - vHRC HM - vSO HM - vMoL HM - vHoF HM - vAS HM - vCR HM -

Daggers increasing crit chance is a passive in the dual wielding skill tree, and isn't a hidden bonus. There are racial passives, but those are the only passives that race affects, so the answer to your question is no.

Well yes. If you draw back bookmark called Racial then You'll see hidden bonuses there. I assume You dont know races have passives since You didnt knew weapons have them for example twin blade and blunt in dual wield.

Hilariously, your race does have a hidden bonus (with some).

Example- did you know when you use abilities that deal elemental damage, they have a small chance to produce a status effect? For instance dealing disease damage (a glyph, incapacitating strike, killer's blade) you may inflict your target with major defile and reduce their incoming healing.

If you're a bosmer or an Argonian though, your resist disease passive prevents that secondary effect. Same with nords and chilled, dunmer and burning etc.

This also applies to targets with resist (insert element here) jewelry enchantments.

So the answer to your question is yes.

I wouldn't call that a hidden bonus, it's just that at character creation you aren't told exactly what skills your race has an affinity for. As soon as you open your skills menu the info is there.

It's similar in eso. Each race has a minor automatic passive (e.g. argonians swim faster and bosmer take less fall damage). Each race has 3 other passives you can unlock as you level up and spend skill points. These help certain races fit into certain classes (e.g. dark elves do more fire damage so make good dragonknights). Does that answer your question?

    Bonus fact
There were truly hidden bonuses in skyrim. Taller characters ran faster, and it is believed that heavier characters were less likely to be 'ragdolled'. In eso there is a theory (I've not tested it so I'll say theory) that taller characters can ride mounts into deeper water before being dismounted.

So in theory an altmer might be able to ride accross a river while a bosmer has to swim.

    no, you'd rather say:
Each race has a minor automatic passive

They were called racial attributes in Morrowind (the real one).
They also had some skill bonuses defined by astrology "born under a certain sign".
at character creation you aren't told exactly what skills your race has
Really? I thought it was shown on the 'race' section menu.

It's funny, but no-one ever mentions the skill that gives you Soul trapping. Mine has never developed past "1". So, none of those passives have ever been available. I can only assume it was when they made the late decision to nurf varied-size soulgems.

I got suspenders for saying "Testicular Mass" instead of "Balls". like, rilly.

You level up in this skill line and unlock its passives by completing main story quests. :3
