Anytime I finish a loading screening and port anywhere 90% of the textures on walls, building, the ground or players is loaded. It takes about an additional minute after the loading screen for everything to actually load.
I have 16gb ddr3 ram and am running a evga geforce gtx 760 with 3.2 ghz quad core amd cpu.

Moorbis✭I have the same issue where walls and stairs take maybe 30 more seconds to load, so it's not only happening to you.

Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.

Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis1 -

UnseenCat✭✭✭✭This used to happen to me all the time on XBox One -- it was part of the reason why I switched to PC. You pop into the world, and all you see is black silhouettes for characters (they always look like ninjas to me...
), and low-grade textures everywhere.
On PC, it might happen for 30 seconds on a bad day, and rarely anywhere except right after I leave my house and enter the game world after the loading screen. Area textures are usually fine, it's just the specific textures on characters or backgrounds on book pages. Many times instead of "ninjas" I have absolutely no NPCs for a few seconds and then they pop into existence fully-formed. I chalk it up to just slow server response feeding my client the needed information in time, so it makes do with what it has. I suspect the alternative would be longer loading times when switching scenes, or even worse, a momentary loading screen when you move from one section of an area to another -- which I have seen (and hated) on XBox but never on PC.0
