Your gonna be tickled pink over this, your alts can use the CPs as soon as they appear in the game at L1.
They just won't earn any new ones until they themselves reach L50. So, farm new champ points on your already champ ranked characters.

✭✭✭✭✭Small insignificant point, even though you can use Champ Points on your Leveling Characters, they will still display as L23 or L34 or whatever they are until they reach L50/Champ Rank.
The reason I bring this up was I was leveling an alt and wondered why it was so weak. It had good gear, correct race for the class and all that. Well, along about L45 I realized I had assigned 0 Champ Points to him. Made a bit of a difference.Enjoy the game, life is what you really want to be worried about.
