Instance full bug on group finder is back

For the past several days i have been getting this bug whenever i use random group finder on ps4 NA where it fails to port me due to "instance full" error. Some times when i try to travel to player, it fails to even do that.

    After more testing, it appears to be queing me into dungeons that are already complete.
