Launcher stuck at loading... wont update

alright so ive tried everything i could on the costumer support area, the launcher is still stuck on "loading" cant get pass it (through steam and standalone launcher), i tried logging in without launcher (eso.exe) and theres always a log in error even though my password and account names are both correct. any other solution to this ive tried everything i could find on the web, any maybe I overlook something

ZOS_BilladminDeleting the Program Data in the launcher folder may allow you to run a repair. You can do so by following the steps below.
Delete the Program Data- Close the ESO Launcher.
- Navigate to the patch installation folder,
- By default, this folder will be located here: C:\Program Files (x86)\Zenimax Online\Launcher\ProgramData.
- Locate and delete the ProgramData folder.
- Restart the ESO Launcher.
