Cannot Log Into Character (stuck on "Requesting character load..." forever)

Starting about two days ago, I've been having issues logging into my characters. The past two days, I would log into the character select screen just fine, but then couldn't log into a character without getting stuck on "Requesting character load..." forever four out of five times. Starting today, I can't get past it at all, after having tried upwards of fifteen times under various circumstances. The times in the past two days that the game DID let me in before it stopped letting me in at all today, it let me in after only 5-ish seconds of "Requesting character load..." popping up, not a long wait at all.
I am PC, on US servers, and this issue persists across all characters. I've tried restarting my computer, updating drivers, repairing the launcher, disabling all mods, making sure Windows Defender has ESO listed as an exception for both scans and private/public networks, and deleting the shader file. Nothing has helped yet. My main character is in her home in Sleek Creek House, and the other one I've tried is in the wilderness in Stonefalls.

You generally just find one by googling them and pick one to download based on your needs! There’s not really much complicated setup - install the program, pick a server in your country from the select screen the app inevitably gives you, connect to it (sometimes you pick the type of connection as well), then open ESO. I used TunnelBear because it’s VERY straightforward as far as VPNs go, and non-sketchy, and you get 500MB free (1000 if you tweet them) a month without having to enter any payment info. There are other free VPNs as well, but the caveat for the free ones tends to be limited data or ads, or free trials that are difficult to unsubscribe from.
I’ve also used a VPN before because my campus firewall was catching Overwatch voice chat for some reason. They always try to stop torrenting and get the weirdest things in the process...
