X box one Quickslot not working.

I play on x box one an Im unable to use any quick slot items
I push up on d pad select my potions or whatever with the right thumb stick while in battle or out of battle an nothing happens.
This problem is with all my characters an has happen when I first started playing the game.
Any help or suggestions would be greatly appreciated. This is very frustrating.
