error 210 nothing working

i have just installed Morrowind from disk and now getting "error 210 - PatchManifestError_Download failed". Have gont through all the fixes on the eso web site plus others i could find online but it always comes back to the same error msg. The repair tool gets to 100% and same error message. am running as admin, all add ons deleted so on. not sure if there is some simple answer I have missed but have been through everything listed several times
any help would be appreciated
