No pics necessary, it's right there in the graphics settings--very bottom option, under bloom and all the rest.

It does not affect performance much at all. the game servers and your computer are still crunching the numbers for the effects, just not displaying them on screen. It may lighten the load on your computer a bit in the graphics department but mainly is to lessen the on-screen effects so you see enemy ones and they aren't hidden by friendly effects.
