Is sand eel bugged?

I have been trying to fish the zone Alik'r Desert for 2 days now and I can't seem to get sand eel from foul water. Fyi I'm using the right bait.
No exaggeration, I have used 600 crawlers. I keep catching midget salmon and the other greens just fine but I'm not sure if this is rng. is this normal?
I feel like I'm wasting time or i'm doing something wrong?

✭✭✭✭Two days ago at Tu'Whacca's Throne.
